Umar bakar status Vs Amr bin aas
Appointing a Less Qualified Person Is a Betrayal of Allah and the Believers
Majma al-Zawa'id v5 p114
The Prophet Muhammad ﷺ said: Whoever assumes authority over any affairs of the Muslims and appoints a man over them while knowing that someone else is more deserving of that position and more knowledgeable of Allah's Book and the Sunnah of His Messenger has betrayed Allah, His Messenger, and all the believers.

Amr ibn al-As Was Born from a Disputed Paternity and his small biography
Rabi al-Abrar wa Nusus al-Akhbar v4 p275
The mother of Amr ibn al-As was al-Nabigha, a slave woman from the tribe of Anaza. She was purchased by Abdullah ibn Jud'an, who later freed her. Abu Lahab, Umayya ibn Khalaf, Hisham ibn al-Mughira, Abu Sufyan ibn Harb, and al-As ibn Wa'il all had relations with her during the same period. When she gave birth to Amr, they all claimed him. She chose al-As as his father because he provided for her financially. They said that Amr resembled Abu Sufyan more closely.

The Prophet Appointed Amr ibn al-As, Whose Paternity Was Claimed by Five Men, as Commander Over Abu Bakr and Umar
Al-Mustadrak ala al-Sahihayn v3 p43
Abu Hurayra narrated that the Prophet Muhammad ﷺ appointed Amr ibn al-As as commander of the expedition of Dhat al-Salasil, with Abu Bakr and Umar among his troops. When Amr prohibited lighting fires, Umar became angry, but Abu Bakr stopped him, explaining that the Prophet had appointed Amr because of his knowledge of warfare. Al-Hakim declared the chain authentic.

Amr ibn al-As and Busr ibn Artat Exposed Their Private Parts to Escape Imam Ali
Al-Isti'ab fi Ma'rifat al-Ashab v1 p104
Ibn Abd al-Barr reports from Ibn al-Kalbi that during the Battle of Siffin, Busr ibn Artat confronted Imam Ali, who struck him and knocked him down. Busr then exposed his private parts, causing Ali to spare him, just as reportedly happened with Amr ibn al-As.
Ibn Abd al-Barr Relied on Well-Known Scholarly Reports and Established Historical Sources
Al-Isti'ab fi Ma'rifat al-Ashab v1 p19
Ibn Abd al-Barr directly states: “In this book, I have relied upon the well-known statements of scholars of biography, hadith, and genealogy, as well as established historical accounts relied upon by scholars in understanding Islamic history and the lives of its people.”
